Early on, almost any reasonable technical choice works. Later, the cost of a wrong call compounds: rework, a team hired in the wrong shape, features you cannot ship because the foundation will not hold them. The decisions that matter most tend to arrive before you have anyone senior enough to make them.

What a fractional CTO actually does

It is a part-time arrangement. Someone senior owns the architecture decisions, sets the technical direction, and speaks for technology at the leadership table. The work is the same work a full-time CTO does. You are buying less of it, at the stage where less of it is all you need.
